Background

Atlantic House is an International Protection Accommodation Services (IPAS) centre in Ireland. The centre provides accommodation for up to 82 single male residents.

In response to a recent HIQA inspection where gaps in Risk Management where identified, Atlantic House recognised the need to seek independent support in developing a best practice, Risk Management Framework within the centre. Consequently, Atlantic House commissioned HCI to develop a comprehensive Risk Management Programme that would ensure the centre fulfilled its regulatory requirements for risk management and enhanced the centre’s overall quality and safety of care.

Objectives

  • To complete an onsite risk assessment to identify and understand the risks within Atlantic House.
  • To develop bespoke Risk Management Policies and Procedures to guide staff.
  • To develop a clear and detailed Risk Register for Corporate and Service Provision Risks, in line with the 10 themes of the National Standards for accommodation offered to people in the protection process.
  • To provide Risk Management Training to the Management Team in Atlantic House.

Solution

In order to ensure Atlantic House implemented a regulatory compliant Risk Management Framework, HCI provided the following service:

Challenge

  • As IPAS is a newly regulated sector, Risk Management is not yet embedded, and the types of risks HIQA looks at continues to evolve.

Outcome

HCI developed a comprehensive Risk Management System for Atlantic House. Through the onsite review, process observation and speaking with staff and residents, HCI was able to understand, identify and assess the risks within Atlantic House. This assessment was compiled into a detailed risk register which included well-defined control measures to support staff in managing each risk.

HCI also developed a bespoke, regulatory compliant Risk Management Policy and Procedure for Atlantic House. This policy provides a structured approach to identifying, assessing, and managing risks. Additionally, the Risk Management Training, ensures that staff are proficient in using the new framework and aware of their roles and responsibilities in managing risks.
