Developing ISQua’s Quality and Safety Management System

The International Society for Quality in Health Care (ISQua) is a global organization responsible for assessing the standards of organizations who set the benchmarks in healthcare safety and qualityand is the only organization to ‘accredit the accreditors’.  ISQua also promotes improvement in quality and safety through its education programme, international conferences and global partnerships.

ISQua undertook a major review and development of its Quality and Safety Management System (QSMS) in order to ensure it was providing its services to the highest level and to fulfil its own International Accreditation Programme (IAP) Organisational Standards.  The development was very much in line with ISQua’s mission, vision, and values, as well as its strategic objectives.

Health Care Informed (HCI) was chosen as the quality and safety partner to support ISQua through the review, development and ongoing support of its QSMS. The aim of the project was to provide ISQua with a comprehensive framework to ensure the continued provision of an effective QSMS that provides a high quality of services and can be reviewed for improvement on an ongoing basis.

The project began with a comprehensive review of ISQua’s current systems and processes.  HCI undertook a gap analysis against ISQua’s own IAP organisational standards to determine compliance levels.  Where compliance issues relating to the QSMS were identified, Quality improvement Plans were developed to rectify these issues.

A key step in the development was process mapping with ISQua staff and stakeholders. The aim of the process mapping sessions was to determine how the quality management processes were being undertaken, to identify any relevant improvements, and to agree how the QSMS could be implemented in a manner that is more effective and efficient within the organisation.

In order to embed good practice in the organisation a set of revised and updated policies and procedures, and related documentation, were developed to ensure that there is a process in place to understand how things are done and to provide clarity for staff, surveyors and others.  The policies and procedures are evidence based, follow best practice and were developed with all levels of staff.

In order to ensure ISQua’s QSMS is continually reviewed and improved HCI provide ongoing support in the form of an audit programme for all aspects of the QSMS, document reviews and risk updates.

The development of the QSMS for ISQua is underpinned by the use of a Quality Management Information System (QMIS) utilizing Q-Pulse software.  A QMIS allows ISQua to monitor and analyze the status and utilization of policies and procedures, audits, incidents and related quality improvements.  It also provides them with demonstrable corporate governance of the organization.  ISQua have daily access to HCI’s help desk, for QMIS support and administration, ensuring that the system is being continually monitored and quality and safety support to assist staff with incident and complaint management, development of policies and procedures, audit and regulatory compliance and quality improvement projects.
